No. It is based on the aggregate of marks obtained in the written test and interview only. However, as per Fpsc GENERAL INSTRUCTIONS UPDATED AS ON 13.02.2026 lay down the exact criteria which is as under:-
- First, if aggregate marks are equal, the candidate with higher marks in the interview is placed higher in merit.
- Second, if both test and interview marks are equal, the older candidate (by age) is given seniority.
- Third, and this is the point that relates to your question, if the marks in the test and interview are still equal, and the dates of birth are the same, then the candidate with the higher academic qualification (like an M.Phil or PhD) in the prescribed field is treated as senior.
So, while an M.Phil or PhD can be a decisive factor, it is not a component that adds extra marks to the score. Rather acts normally as a "trump card" in the rare situation of a complete tie in both the test and interview scores and date of birth. It can be a secondary dependent option, not a primary scoring element.
