By Ampere-Maxwell law, the displacement current \(I_d = \varepsilon_0 \frac{d\Phi_E}{dt}\) creates a magnetic field. Inside the capacitor, \(B \propto r\) (increases with radius), and is maximum at the rim of the plates. Outside the rim, \(B \propto 1/r\). So B is non-zero everywhere with maximum at the cylindrical surface connecting plate peripheries.
