Policy evaluation is the systematic assessment of whether a policy has achieved its stated goals and at what cost, efficiency, and equity. It uses research methods (surveys, experiments, cost-benefit analysis) to judge policy effectiveness. Evaluation findings feed back into agenda setting, informing decisions to continue, modify, or terminate a policy.
