Co-production refers to the process in which public service providers and citizens (users) jointly contribute to the design, delivery, and evaluation of public services to achieve a shared outcome. The concept was developed by Elinor Ostrom. It challenges the traditional model of passive service recipients and recognizes citizens as active contributors to public value creation.
