The UNDP and World Bank identify eight features of good governance: participatory, consensus-oriented, accountable, transparent, responsive, effective and efficient, equitable and inclusive, and follows the rule of law. 'Local Government' alone is not a feature — while decentralization may support good governance, it is a structural arrangement, not an attribute of governance quality itself.
