In networked, multi-level governance, accountability becomes diffuse because authority, resources, and decision-making are dispersed across many actors — central governments, local bodies, agencies, NGOs, and private contractors. Traditional accountability mechanisms (elections, parliamentary oversight) were designed for hierarchical government; they struggle when it is unclear who is responsible for which outcomes in complex delivery chains.
