The World Bank's Government Effectiveness indicator captures perceptions of the quality of public services, the civil service, policy formulation and implementation, and the credibility of the government's commitment to such policies. It is one of six Worldwide Governance Indicators (WGIs) alongside Voice & Accountability, Political Stability, Regulatory Quality, Rule of Law, and Control of Corruption.
