Article 140-A, inserted by the 18th Amendment (2010), for the first time gave constitutional recognition to local government in Pakistan. It obligates each province to establish a system of local government and devolve political, administrative, and financial responsibility to elected local representatives. Article 25-A deals with the right to education; Article 160 with NFC; Article 153 with the Council of Common Interests.
