Voice and Accountability is one of the World Bank's six Worldwide Governance Indicators. It captures perceptions of the extent to which citizens can participate in selecting their government, as well as freedom of expression, freedom of association, and a free media. A high score indicates strong democratic participation; a low score reflects authoritarian control over political expression and civil society.
