Section 19(3) provides that no pension is admissible to a civil servant dismissed or removed for disciplinary reasons, but the Government may sanction compassionate allowance not exceeding two-thirds of the pension or gratuity which would have been admissible had he been invalided from service on the date of dismissal or removal.
