The slogan Health for All by the Year 2000 was adopted at the International Conference on Primary Health Care, Alma-Ata, USSR (now Kazakhstan) in 1978. The Alma-Ata Declaration:

• Declared health as a fundamental human right
• Established Primary Health Care (PHC) as the key strategy
• Called for community participation and intersectoral action
• Set the goal of Health for All by 2000

Although the goal was not fully achieved by 2000, it led to the Millennium Development Goals (MDGs) and later the Sustainable Development Goals (SDGs 2015–2030). This is foundational knowledge for Charge/Head Nurse examinations in Pakistan.
