Hilda Taba defined curriculum as 'a plan for learning.' In her influential work Curriculum Development: Theory and Practice (1962), Taba argued that curriculum must be deliberately planned with clear objectives, content, learning experiences, and evaluation procedures. Her inductive approach to curriculum development — starting from the classroom level upward — emphasised teacher involvement in curriculum planning.
