The classroom teacher is the primary implementer of curriculum. While curriculum is designed by planners and approved by authorities, it is the teacher who translates it into actual learning experiences day by day. Teachers select content, choose methods, design activities, conduct assessments, and make instructional decisions that determine whether curriculum goals are achieved. No other person has this direct, continuous role in curriculum delivery.
